Snipe-IT is a respected open-source IT asset manager: free to self-host, with check-in and check-out, EULA acceptance, licences, LDAP and an API. If you have someone to run and update it, it is hard to beat on price. If you want it hosted, connected to HR and to Tally, with exits that end in a No-Dues certificate, AssetVow does that.

Free is not the same as no cost
Self-hosted Snipe-IT costs nothing to download. Someone still has to run the server, take backups, apply updates and fix it when an upgrade goes wrong. For a company with a sysadmin who enjoys that, it is a good deal. For an IT team of two looking after four offices, a hosted tool is usually cheaper in hours.
Where the Indian parts sit
Snipe-IT knows who has what. AssetVow also knows what HR knows, so a resignation in Zoho People opens the exit, and what finance needs, so purchase bills carry GST and go to Tally or Zoho Books.
